I'm going to try to simplify their backstories, if you're confused about anything, you can always ask me directly. Sol and Amon are the only ones with really developed backstories/personalities, the others are secondary characters and don't appear much so they don't have as much stuff on them.
Soleil [he/him] / Sol [he/it]
Spent most of his life terrified of the Draft and of his own sexuality. Just like most angels, he grew up to believe that any sort of sexual desire meant he was meant to be a pet, so, when he finally turns 20 and is entered in the Draft Pool, poor dude is mortified and is sure he would be picked. The fact that he openly showed fear about this didn't help, as most other angels see this as a sign that he "knows he is a pet deep down" and it led to him being mostly friendless.
Even his parents treated him rather coldly, kinda expecting to lose their son once he was entered into the Draft pool. Only his sister, Sanvi, treated him like a person. When Draft day comes, however, Soleil isn't called out and his sister is selected instead. Because he genuinely believes it must be a mistake (his sister would never be a pet, that was impossible, she was "perfect" after all!!), he ends up volunteering to "make things right" (in his own head).
Angels do acknowledge that the Draft sometimes may be wrong and end up picking someone on the same household by accident, that's why volunteering is a thing, so, when this happens, the "real pet" will unconsciously be compelled to go in "wrong person's" place. A self-fulfilling prophecy of sorts.Tragically, in the end, it's his own set of beliefs that make it so easy for Amon to break him and why he ends up so quickly attached.
Obviously, being a pet is a horrible situation for Soleil, but in a messed up way, it's also freeing. He can stop worrying about being judged and constantly put down by those close to him. Instead, he is now praised for the things he would previously feel shame about and, as long as he obeys his new "master", he gets treated relatively well.

Amon [he/him]
Weird guy, even for Inferna standards. Genuinely believes that pets are not fully people (like most of the population) but also thinks people that own pets are too incompetent to properly train them and that the reason so many pets are unhappy is because their owners/trainers haven't done the proper work to make their pets find happiness in their "true" role. For context, most people don't care that much about a pet's mental health, so, in this context, he is an outlier.
He works as a trainer of Public Relief Pets.
A lot of his attitude towards pets come from trauma of how his own dad treated his pet mother, but that's something I'll get into on their own descriptions. The important part is that Amon hates his dad with a passion and his worst fear is ending up with a pet as broken and sad as his mother. This is the main reason why he takes much longer than normal to get a pet of his own.
Even when he did decide to buy Sol, he isn't sure he should be doing it and only goes through with it because he forces himself to.
You would never know any of this by interacting with him though. As a sort of defense mechanism, his outward personality comes off as extremely proud and arrogant. He also has quite bad anger issues.

Lily [she/her]
She's Amon's sister, the only one of his siblings that still talks to him. She shares some of his beliefs but is arguably even more 'extreme'.
She is much more compassionate with pets in general and thinks Public Relief Pets shouldn't be a thing because it's too cruel. Lily doesn't fully condemn Amon works as a trainer for them though, as she thinks that, if that role must exist, then at least he makes it so its less distressing for the pets by training them. Or that's how she, and Amon to some extent, justify it to themselves.
Both of her pets had been discarded by previous owners and she felt too bad about letting them just becoming PRPs, so she just decided to take them. Lily has a scar on the tip of her tail, where she had surgery to make it shorter due to dysphoria. Ah yea, she's trans LOL.

Astra [she/it]
One of Lily's pet's, was taken in after Neptuna. She was taken from a very abusive owner after he had been arrested. Not for the pet abuse mind you, that isn't really a crime in Inferna, he killed someone in a bar fight.
Because he would be unable to take care of her while in prison and, no one close to him wanted her, she was set to become a PRP. Until Lily decided to get her, of course.
She is very sweet and very attached to both Lily and Neptuna, but, because her previous owner was so awful, she sometimes hurt pets she likes because she genuinely thinks it's a show of affection.

Neptuna [she/it]
Lily's first pet, she was abandoned by her previous owner because they got bored of her and was in a similar situation as Astra when she was picked up. She is very scared of people and other pets and spends a lot of time nesting and hiding.
Nep grows attached to Astra and kinda likes Lily. Eventually she gets close to Sol as well.
When she was with her previous owner, they got her pregnant with way too many babies and most of them died, except one, which was also an angel. Baby angels, however are sent to South Inferna (angel side of the border) so they can be raised by, well, angels. Due to this, she was separated very early from her one surviving kid. This situation really messed her head up and, today, she periodically asks Lily to get her pregnant again and again because it makes her feel less empty. This is not something Lily understands but she still does it because she wants to make her pet happy (and as long as it's always angels, it's not like she has to raise the kids anyway).

Dagon [he/they]
He's Amon's boyfriend. Kinda? Their relationship is kinda weird, but they are very close and they fuck sometimes. Although they share a lot of the same beliefs regarding pets, his own relationship with his pet is quite unusual, as he genuinely believes his pet in particular was not meant to be one.
He tries to treat him as "a person" as much as he can, but of course, it's kinda hard in the world they live in, although he does manage to hack his pet's collar and completely disable it. Dagon and Hael (the pet) keep this a secret from everyone, (yes, even from Amon) as if someone finds out, the pet can end up being taken away and Dagon incriminated. So, they pretend the collar works around others. Dagon is transmasc and doesn't fully see himself as a demon..

Hael [he/him]
Hael is trans but not in the same way as Lily and Dagon, as he sees himself as a demon. Although this type of transness isn't common, it typically isn't too much of a problem and there are some viable transition options, but that is for those considered citizens only. Because Hael was picked to be a pet, most people would see this as unacceptable, after all, what everyone believes is that only angels can become pets and that the Draft never makes a mistake.
But, luckily, the demon who buys him, Dagon, isn't like most people, and not only he genuinely believes him, he tries his best to make his dysphoria less painful. Obviously it's still an extremely shitty situation, it's the best he can get given the circumstances.
I think the most 'weird' thing about Hael is that he still believes in the whole pet system and doesn't think it's wrong, just that it was his brother that was supposed to be picked and not him, and, because of this, he hates his brother for not volunteering and ruining his life instead. Some years later he finds out that, in the following Draft, his brother was, in fact, selected, making his previous beliefs even stronger :X.
He is weirdly infatuated with Sol and tolerates pretending to be a pet around Amon just so he can spend time with him.

Malachi [he/they]
Sol's first kid, alongside Luna (they're twins).
Just like Amon, he too hates how his demon dad (Amon) and feels like he needs to protect his angel parent (Sol).
He actively despises the whole pet system, thinks Amon is a hypocrite and actively joins rebel groups as an adult. He ends up accidentally getting a non pet angel (Uriel) pregnant in a one-night-stand and helps hiding him so he can avoid being forcefully turned into a pet. After a while they actually end up falling in love with each other though!

Uriel [he/him]
Angels that age out of the Draft poll (at 30) are mandated to get their ovaries removed before being allowed to leave the inner city of their district. But, with Uriel, a whole set of almost comical unforeseen events led his surgery to get delayed a bunch, so he was allowed to leave as long as he returned at a given date to get the thing done.
Of course, being an inconsequential guy, he decides it would be a great idea to go to North Inferna. He ends up getting way too drunk and ends up fucking an equally drunk demon (which is Malachi, LOL), which, because of how angel reproductive systems work, gets him pregnant. He is terrified of what might happen to him if the government finds out and begs Malachi for help. Thankfully, the demon obliges and everything turns out fine!

Luna [she/her]
Sol's first kid, alongside Malachi. Because she is an angel, she was sent to South Inferna to be taken in by a family of angels.
She grows up to also join rebel groups and that's how she meets Malachi and ends up finding out about Sol.

Venusiana [she/her]
Sanvi's fiancé/wife. She only tolerates Soleil at first because she also believed he was meant to be a pet, but when Sanvi is called out and Soleil goes instead, her way of thinking starts to shift and she starts questioning all the propaganda she's been fed.
She tries to keep it to herself as she feels her now wife is suffering too much because of her brother and that letting her believe he is "fullfilling his role" is less worse than making her realize he is probably just suffering.
She cares deeply about her family (Sanvi + their kids) and, once Luna grows older, helps her hide her activism activities from Sanvi, as she doesn't want her wife to be worried but also thinks what her daughter is doing is right and must be done.

Sanvi [she/her]
Sol's older sister. She always cared about him and desperately hoped everyone was wrong and he wouldn't be Drafted. Sanvi was devastated when he decided to go in her place, feeling a mixture of relief and intense guilt. She keeps the reason to herself (although Venus kinda knows it), but this is why she decided to purposefully try to take in a bunch of angel babies that vaguely look like Soleil, as she feels trying to keep what could be "his children" safe is the least him can do for him.
In the end, both she and her wife end up with 10 children, which love a lot. They are well cared for, as she decided to be a stay at home mom, but it's not exactly easy. In the end, she did end up being a mother to Luna, Sol's only angel child.
She keeps on believing the pet system until the end of her life, regardless of how public opinion had shifted, because she really doesn't want to think her brother was truly suffering all this time, so, in a way, it's less distressing if she can believe "this is how things are"...

Lux [she/it]
Amon's pet mother. There isn't much about her, as when Amon was born she was already fully numb and unresponsive, as he was the last kid she had. When his father died he took her in and took care of her for the few months she still lived.
Lily was the only one who helped him at the time, their other sibilings thought it would be best to let her become state property and not bother at all. This is what caused Amon to fight with all of them and completely cut contact.

NOCTO [he/him]
Amon's dad. He also has weird beliefs about pets, unsurprisingly.
He thought the pets system was a necessary evil and that pets should be made numb as soon as possible so they won't suffer, which is why his own pet is completely unresponsive and unaware. Most of his kids agree with him on some level, except Amon and Lily
